AMC, in cooperation with Particip, supported the project Transform’s – Strengthening the Training System for sub-national Financial Management, Indonesia” which is performed by the German international cooperation agency GIZ. The project shall ensure that a competent apparatus for better quality of public financial management has been accomplished by:

Follow-up on the sub-national financial management training system by providing e-learning and update of modules.

Training on sub-national financial management linked with career path development and administrative reforms.

To further strengthen the training system for sub-national financial management in Indonesia by:

 Establishing an institutionalized fully fledged training system and by improving capacity within DJPK and among the training providers to implement the training system.

Technical Assistance Coordinator Capacity Building for the ASEAN Secretariat

The Federal Foreign Office of the Federal Republic of Germany supports, based on and in accordance with the Brunei Plan of action to strengthen the ASEAN-EU Enhanced Partnership (2013-2017), the process of regional integration in the ASEAN region with a capacity building project that is aimed at strengthening the ASEAN Secretariat.

In accordance with the project objective of strengthening the Institutional capacity and outreach of the ASEAN Secretariat the project supports the ASEC in institution capacity development under the components of:

– Support to key functional ASEC Units
– Support to Selected ASEC technical Division

In charge of implementation of agreed project activities supporting the ASEAN Secretariats Public Outreach and Civil Society Division (POCS), Including development of Terms of References for short-term experts, quality assurance of short- term expert’s assignments.

Project Activities

The project employs a mix of “Human Capacity Development” instrument and strategies such as:

– Customs made training modules and workshops
– Sector/expert dialogue events and international symposia
– Facilitation of networking between ASEC Technical division and ASEAN Secretariat Ministerial Bodies
– Cooperation Study visits to relevant institutional in and outside the region

Responsibilities

The project supports the ASEAN Secretariat public outreach and civil society division (POCS), project component 1, module 4 “Public Outreach and Civil Society Division “, Objective: “The internal structure and capacities of the POCS are strengthened“, supports the overall on-site project implementation and acts as the liaison for relevant stakeholders. (e.g. ASEAN secretariat senior management and operational level, ASEAN Dialogue partner, the German Embassy, the GIZ Country Director and ASEAN Focal Point – GIZ Country Office Jakarta).

Study on “Link and Match in Vocational Schools”

Being school-based, TVET in Indonesia is much more detached from the world of work. At the same time, Indonesia’s private sector is not organized in a way that enables companies to assume the role that they fulfill in the German ‘dual’ system. Therefore, alternative models of linking skills development to the world of work are required in Indonesia, so that the qualifications of graduates match the demand of their future employers and graduates can actively shape their career (e.g., as entrepreneurs). The study shall apply a comparative approach by drawing on international best practice but at the same time ensure that the recommendations and conclusions are relevant to and viable for SMKs.

AMC performed study on “Link and Match in Vocational Schools” that is part of activities in GTZ SED-TVET component 1.

Pilot Projects Scheme for Innovation & Technology Transfer in ASEAN (PIT)

The project supports the implementation of two APAST activities, Identify and Develop cost shared project through the subcommittee of COST and Develop Policy framework for strategic partnership in R&D and technology development with the private sector.

Project Activities

Activity 1: Stock Taking study on SMEs needs and protection in relation to Innovation promotion and technology Commercialization, including a cursory assessment of existing Program.

Activity 2: Workshop and advisory support to assist Cost.

Activity 3: Assist Institutions form AMSs to identify and develop pilot Projects that contributed to intensified R&D Collaboration and Technology commercialization.

Activity 4: Other workshops and learning formats to facilitate, stakeholder involvement particularly by SMEs and private sectors organizations and dialogue and exchange of experiences between policy levels and implementing agencies in the field of Innovation and Technology promotion.

Promoting Innovation and Technology Development in ASEAN Countries (PIT)

AMC is partnering with GFA Consulting Group, mandated by GIZ to implement the Pilot Project Scheme (PPS) of the PIT project aims to assist ASEAN countries to identify and develop pilot projects that contribute to intensified knowledge and technology transfer, science-industry collaboration, and technology commercialization within ASEAN.

The PPS will select 10-20 pilot project proposals to receive support through expertise (STEs) and funding of workshops, meetings, and travel costs.
Pilot projects of national or regional scope will either aim to introduce technology transfer instruments or innovation promotion schemes; or aim at realising a specific innovation or technology transfer activity that entails replicable demonstration effects.

AMC and GFA are responsible to manage the PPS; including the elaboration of documents for launching the PPS, managing the application process and selection of Pilot Projects, providing advice and counselling to Pilot Project proponents (mainly through an STE pool), and organising networking meetings among different proponents and stakeholders of selected Pilot Projects.

Relevant objectives are:

1. SME development: Particularly related to SMEs’ knowledge & technology needs and opportunities
2. Innovation promotion & tech. transfer: Advice for setting-up new tools and programs (meso level)
3. Design and management of application-based SME support schemes

Result oriented monitoring for the program modules “decentralization for good governance (DECGG)”, “environment and climate change (PAKLIM)”, and “emission reduction in city transport (SUTIP)”

Intermediate results within one year are developed to ensure a monitoring of progress. The monitoring and evaluation scheme is oriented on the result chain and considers gender, conflict-sensitivities, poverty reduction, good governance, and environment and climate issues. GIZ, through DECGG program, has been requested by MOF’s Director for Financing and Local Capacities in the Directorate General of Fiscal Balance (DJPK), to support standardising its training modules for Local Financial Management (LFM) to achieve better results from the KKD/KKDK/LKD courses. GIZ has subcontracted a consortium of GFA and AMC to assist the MOF’s Directorate’s efforts to advance the system of capacity building for sub-national public financial management, improving its effectiveness and thus contributing to quality in overall service delivery and good local governance

Mitigation of greenhouse gas emission in the industries
