Being school-based, TVET in Indonesia is much more detached from the world of work. At the same time, Indonesia’s private sector is not organized in a way that enables companies to assume the role that they fulfill in the German ‘dual’ system. Therefore, alternative models of linking skills development to the world of work are required in Indonesia, so that the qualifications of graduates match the demand of their future employers and graduates can actively shape their career (e.g., as entrepreneurs). The study shall apply a comparative approach by drawing on international best practice but at the same time ensure that the recommendations and conclusions are relevant to and viable for SMKs.

Sustainable Economic Development through Technical and Vocational Education and Training system (TVET) for Province Aceh and NIAS

AMC and GFA have been awarded the project GIZ-SED TVET in Aceh and Nias. The project provides training and capacity strengthening of the rehabilitated SMK, capacity building of district and provincial authorities as well as interfaces to the level of government and the district of both province and the private sector including SMKs. Activities carried out include development of HR Planning in SMKs, development of School Development Plans, development of Eduation Strategic Plannings of Province and District, Implementation of QMS, development and maintenance of school networks, training for teachers and inspectors, public relations and promotion of the vocational schools and monitoring and evaluation.

Capacity Building of Organizing Event & Survey on Expectation & Plan of SMK graduates.

The programme involves capacity development through Technical Cooperation and the supply and upgrading of infrastructure and equipment through Financial Cooperation to jointly work towards the long-term sustainability of an employment relevant TVET system.

• Briefing by the SED TVET principal advisor and relevant program staff prior to the implementation of the assignment and preparing the training methodology and materials.
• Co-facilitating the workshop for staffs of the piloting TVET institutes.
• Assisting the piloting TVET institutes in organizing student’s information event and survey on expectation and plan of SMK graduates. The Consultant Should be present in the information events.
• Documenting the implementation of the information event and survey on expectation and plan of SMK graduates by the piloting TVET institutes.

The objective of the assignment is to build the capacity of the piloting TVET institutes in Central Java and DI Yogyakarta provinces in organizing an information event and survey on expectation and plan of SMK graduates, prior to the graduation day for student’s awareness raising towards the tracer study and obtaining core student information about their contact details, their possible informants and plan.

Pre-Tracer Study of Vocational Secondary School (SMK) Graduates

Graduate tracer studies have proven to be an effective and efficient instrument for evaluating TVET interventions. By tracing back graduated students, Graduate’s tracer studies explore the current employment activities, impacts of TVET on the current livelihood, the quality and relevance of education and the interrelation between their education and work. AMC has been assigned to build the capacity of the piloting TVET institutes (both SED-TVET and Non-SED-TVET institutes) in Central Java and DI Yogyakarta provinces in organizing information events and surveys on expectation and plan of SMK graduates (pre-tracer study).

Study on IGI Best Practices

The network approach of the IGI-Alliance proved to be innovative and effective as well as challenging. Best practices of inter-institutional cooperation and organizational development shall be gathered and prepared to communicate the benefits of this approach to the institutes (internally) and their partners (externally). It can also provide a basis on which the IGI-Alliance can further improve the specific advantages of the center-sister design.

AMC supported the project GTZ IGI in identification and documentation of Best Practices in vocational schools.

Strategic Management Planning for BLK ARANDAY, Bintuni – Papua

VEDC for CSR of British Petroleum

BP in Papua cooperates with VEDC to establish a training center (BLK) in ARANDAY, Bintuni as its CSR program. The BLK will be established as government institution. AMC supported BP & VEDC to develop a strategic plan and institutional scheme for the BLK.
