HUTAN Harapan: Ensuring Sustainability of the 1st ERC in Indonesia

The 98,555ha forest of HUTAN Harapan (HH) is Indonesia’s first Ecosystem Restoration Concession (ERC) and has pioneered ERC implementation since 2007 with support of IKI and other international donors. HH is entering a new phase to establish sustainable business operations for the protection, management, and restoration of the forest, with land use stabilized through strategic landscape partnerships for the benefit of biodiversity conservation, climate change mitigation and community livelihoods.
BMUB/ICI supports this project with the goal that HUTAN Harapan’s forest resources are sustainably managed and restored with the support of strategic landscape partnerships for the benefit of biodiversity conservation, climate change mitigation and community livelihoods.

KFW has contracted GFA and cooperation with AMC to conduct a Preparation Mission to support the Executing NGOs (BURUNG Indonesia, NABU, RSPB) and PT REKI for preparing the KFW Appraisal by:

– providing an objective assessment of past implementation and lessons learnt
– assessing the envisaged HH management concept and project documents in view of the plan HHs to achieve sustainability

The overall objectives of the Preparation Mission are to:

• identify strengths and weaknesses of the long-term implementation concepts.
• make recommendations regarding the concept, log frame, activities, budgets, and specific actions to enable sustainability of the HH management.

Technical Assistance for Cap Emission in Energy Supply

Global Green Growth Institute (GGGI)

GGGI supports stakeholders through two complementary and integrated work streams – Green Growth Planning & Implementation and Investment and Policy Solutions services. GGGI’s interventions emphasize change in four priority areas considered to be essential to transforming countries’ economies including energy, water, land-use, and green cities.

The overall objectives for this engagement was:

1) To provide a detailed overview of the GHG emission reduction potential for all existing fossil power plants in the context of the possible implementation of an emission cap mechanism for fossil power plants.

2) To identify the suitable GHG emission cap based on the characteristic of Indonesia’s power sector to reduce GHG emission from power sector.

Development of E-Portals in India

As a part of the SEIP II project, GIZ is supporting the Central Pollution Control Board (CPCB) of the Ministry of Environment, Forest and Climate Change, Government of India, in developing the following e-portals as a part of capacity building of CPCB for strengthening of pollution prevention & control and environmental compliance in India:

• National Water Quality Portal
• National Environmental Law Portal
• Web-based Environmental Self-assessment Tool for Industries
• National Clean Air program (NCAP)

Need for National Water Quality e-Portal:

Monitoring the quality of water resources is the crucial step to prevent water bodies from getting polluted. The data on water quality in India is being collected by multiple agencies for over several years and decades. Data thus collected is in multiple formats and is rarely interoperable between multiple agencies often working towards the same end goal of environmental protection. There is a, therefore, a need for a nation-wide Water Quality Portal that could integrate data compiled by these multiple agencies onto a common platform.

Need for e-Portal on Indian Environmental Laws:

Presently, India has more than 200 Central and State legislations that deal with environmental issues. These include laws, rules, amendments, notifications, guidelines etc. issued from time to time. However, these are all not available at one place with easy access to the public agencies as well as the private agencies, industries, and the General public. There is a need to develop a e-portal for India on Environmental Laws. It is proposed to develop the National Environmental Law Portal under SEIP II project and hosted at CPCB.

Need for Web-based Environmental Self-assessment Tool for Industries:
India has nearly 36 million MSMEs. A good fraction of these industries may have relevance to complying with environmental laws. A self-assessment tool could help industries assess their status with environmental compliance as take suitable action accordingly. An environmental self-assessment tool based on environmental legislation could help industry in decision making on compliance.

Need for a National Clear Air Programme Portal The National Clean Air Programme (NCAP) is being overseen by MoEFCC in close cooperation with the Central Pollution Control Board. For better programme management of NCAP, adoption of IT systems is becoming essential. There is a need for a National level air quality portal/ dashboard for giving visibility to clean air actions as well as for proper monitoring the implementation of NCAP measures by various organisations and agencies.

The objective of this consultancy services is to provide technical & advisory services to the national consultants engaged by GIZ for development of the e-portals & self-assessment tool as a part of capacity building of CPCB for strengthening of pollution prevention & control and environmental compliance in India.
Overall scope of services is as below:

• Concept development: Providing of concepts for the development of above-mentioned e-portals and self-assessment tool [ref. (a) to (c) as above].
» Technical concept on the overall purpose, contents, functions required etc.

• Design and development: Providing of inputs to the national consultants engaged by GIZ for planning and designing of the e-portals & self-assessment tool.
» Technical aspects
» The NCAP Portal is to require complying with the Indian governmental (National Informatics Centre) requirements and data protection policies.

• Manuals/guidance documents: Providing of inputs to the national consultants for the development of user manuals and reference documents.

• Training: Be resource persons for conducting of training courses to enable CPCB, SPCBs and users understand the functioning, usage and operation of the portals.

Biodiversity Conservation and Climate Protection in the GUNUNG LEUSER Ecosystem (GLE BCCP), Aceh province, Indonesia”

The overall objective of the project is to contribute to Biodiversity Conservation and Climate Protection in the GUNUNG LEUSER Ecosystem and therewith to a significant stabilization of INDONESIA biodiversity and C02 net emissions. The project supports the sustainable management of the GUNUNG LEUSER ecosystem on Sumatra, in the Aceh Selatan, SUBULUS SALAM und SINGKIL districts. The primary aim of the project is to balance the needs for conserving biodiversity with those of the population for using the natural resources. The project provides the necessary infrastructure to the protected areas’ administrative bodies and advises them on setting up new structures and improving existing ones.

The project concentrates on biodiversity and community development through a forest and community development program and support additional biodiversity and conservation measures. Therewith the following results shall be achieved:

o Selected communities in Aceh Selatan, SINGKIL, and SUBUSSALAM are supported in conservation-oriented development activities and in resolving conflicts with the GUNUNG LEUSER Ecosystem or adjacent forests.

o Capacity of conservation related institutions in the selected districts are strengthened.

Development technical guideline {BAT/BEP) and training module to improve in handling, storing, recycling, and disposing of PBDEs containing waste in the plastic recycling sector

The main objective of the program is to assist the country in implementing its relevant obligations under the Stockholm Convention, to reduce releases of Polybrominated Diphenyl Ethers {PBDEs) and Unintentional POPs {UPOPs) by improving in handling, storing, recycling, and disposing of PBDEs containing waste. AMC is assigned to develop a Guideline (BAT/BEP) and training module on PBDE and deliver the training for the recycling sector.

Development of training module and training on the use of flame retardant on plastic manufacturers and PBDE identification in raw materials

Policy Advice for Climate Change and Environment (PAKLIM) in Indonesia: NAMA – Pulp and Paper Industry

The consortium of adelphi and AMC provides technical and methodological expertise to support GIZ and the Indonesian partner in the successful establishment of a NAMA for the pulp and paper sector. The objective of this work is to formulate a NAMA program in the pulp and paper industry for the Ministry of Industry in a form of a study.

The is performed in six overall tasks 1) Development of baseline (BAU) scenario; 2) Development of GHG mitigation scenarios; 3) Assessment of GHG mitigation scenarios (cost and co-benefits); 4) Assessment of policies and measures required to enable the NAMA; 5) Defining the MRV system; and 6) Institutional setting.

Following objectives shall be achieved through the NAMA in the pulp and paper industry:

1. Reduction of the sector’s specific emissions (i.e., CO2 emissions per unit of product) in a transparent and verifiable manner compared to a statistically sound baseline.
2. Increase the sector’s competitiveness through low carbon development by reducing the energy and cost intensity of production.
3. Reduce the sector’s specific energy consumption
4. Contribute to the achievement of the government´s greenhouse gas mitigation goals.
