Being school-based, TVET in Indonesia is much more detached from the world of work. At the same time, Indonesia’s private sector is not organized in a way that enables companies to assume the role that they fulfill in the German ‘dual’ system. Therefore, alternative models of linking skills development to the world of work are required in Indonesia, so that the qualifications of graduates match the demand of their future employers and graduates can actively shape their career (e.g. as entrepreneurs). The study shall apply a comparative approach by drawing on international best practice but at the same time ensure that the recommendations and conclusions are relevant to and viable for SMKs.
